Preparing your home properly before leasing is one of the most important steps in protecting your investment. A well-prepared property not only complies with Arizona law but also attracts stronger applicants, leases faster, and helps reduce maintenance issues throughout the tenancy.
At Service Star Realty, every property must meet both Arizona legal habitability standards and our internal rent-ready requirements before it can be advertised to prospective residents. These standards exist to protect owners, residents, and the long-term performance of the property.
Properties must meet these standards before marketing and showings begin.
Arizona Legal Compliance Requirements
Arizona’s Residential Landlord and Tenant Act (ARS 33-1324), along with other applicable statutes (including ARS 9-1303), establishes minimum habitability standards for rental housing.
Before marketing begins, the property must:
- Provide windows and doors that are in good repair and open, close, and lock properly
- All exterior doors with a deadbolt must have an operable thumb turn on the inside so they can be opened from inside without the use of a key
- The pedestrian door from the garage to the interior of the home must be a solid core or metal door
- Provide hot and cold running water
- Provide working HVAC equipment
- Provide working plumbing and electrical wiring, outlets, and lighting
- Provide working gas lines if gas is used for utilities or cooking
- Provide working sanitation facilities, including bathtub or shower and toilet
- Ensure that any stairs and railings are safe
- Ensure that all floors are in good condition and safe
- Ensure the roof, walls, and related structural elements are waterproof and free of leaks
- Provide a trash can for trash pickup services
- Ensure storage areas, including garages and basements, do not house combustible materials
- Provide working smoke detectors, including one on each floor and in each bedroom
- Provide working carbon monoxide detector(s), if gas is used at the premises, with one on each floor
- Ensure the home is not infested with rodents, insects, or other vermin
These items are not optional — they are required for legal compliance and basic habitability.
Our Additional Rent-Ready Standards
Not every item below is expressly required by statute, but these standards have been developed over time to support better tenant placement, stronger property presentation, and smoother tenancies. Homes that meet these expectations tend to lease faster, attract better-qualified applicants, and perform better over the long term.
Before marketing begins, the property should also meet the following standards:
- The property must comply with all pool safety regulations when a pool, spa, or other water feature is accessible
- Security bars or other obstructions placed over bedroom windows must be removed to preserve the window’s function as an emergency escape route
- Property professionally cleaned and free of trash and debris, inside and outside
- HVAC system in good operating condition, with a new filter installed
- All mechanical elements, including appliances, fully operational as designed
- Caulking in kitchens and bathrooms clean and free of mildew
- Professionally cleaned to a “hotel room clean” standard
- Carpet professionally cleaned and looking fresh
- All painted surfaces fresh, with no mismatched touch-up areas, and repainting done corner-to-corner where needed
- Bedrooms and publicly visible windows must have vertical blinds or mini-blinds as the window treatments
- No personal property or items left in the unit, including indoor furniture, exterior furniture, decor, toiletries, or similar belongings
- No lawn equipment, such as mowers or tools, left on the property
- Garage floor swept
- No exterior debris
- Lawn cut and landscaping fresh and clean
- All light bulbs working
- Doorstops installed throughout the property
- Sliding or bi-fold doors on tracks operating smoothly
- Service Star Realty will rekey all locks on the property after the prior occupant has moved out
Taking the time to prepare a property to this standard helps create a better experience for both owner and resident. It also reduces many of the preventable issues that arise when a home is listed before it is truly ready.
Pool Safety Requirements
Properties with pools, spas, hot tubs, fountains, ponds, or other water features carry increased liability and require additional safeguards. Because of that, Service Star Realty applies strict safety standards across all managed homes, and showings will not begin until required safety measures have been verified.
While each city may have its own requirements, we apply the strictest standards across the properties we manage to better protect owners, residents, and guests.

If fencing is present
- The Fence itself – Is at least 5 feet tall. It surrounds the entire pool. It is made of wrought iron or metal; mesh is not acceptable. The fence has no openings that exceed 4 inches. Any horizontal bars are a minimum of 45 inches apart, and it is at least 20 inches from the water’s edge.
- The Pool Gate – It is self-closing and self-latching, and it opens outwards, away from the pool.
- The Gate Latch – It is on the interior of the gate, at least 54 inches from the ground and a minimum of 3 inches from the top. There are no openings to reach through the gate to access the latches that are greater than ½ inch.

If there is no fencing present
- Doors leading to the backyard – They are self-closing, self-latching and the latch/release is at least 54 inches above the ground.
- Sliding doors: Self-closing, or Allen Head. *Pegs and thumb screws are not accepted.
- French doors: Both doors are self-closing and latch correctly, opening inward, away from the pool.
- Door alarms are not sufficient to take the place of any of these requirements.

Windows accessing the backyard
- Thumb Bolts are OK – the placement is to be: 54 inches high, doesn’t allow window to open greater than 4 inches. Windows within 5 feet of water’s edge and lower than 5 feet must be tempered glass.

Public access gates
- Pedestrian gate: self-closing and self-latching, opens outwards away from pool. Its latch is at least 54 inches from the ground and is at least 3 inches from the top, with no openings to reach through the gate to reach the latch greater than ½ inch.
- RV Gates: the pedestrian side is self-closing and latching, the other side is padlocked. All gates wider than 4 feet must be padlocked.
- Doggie Doors – Either none or they are screwed shut. The plastic insert that is easily removed is not acceptable.

Unique City Requirements – Only required where indicated:
- Scottsdale – If the pool area is accessible by a window that has a sill height of 48 inches or less, a “Water Hazard Entrance Alarm” is required.
- Surprise - The pool fence ground clearance cannot exceed 2 inches regardless of the subfloor type (concrete, grass).
- Buckeye - Pools must be fenced on 4-sides. No wall with a window or door access can serve as pool fence. Property barrier wall can act as a fence wall if it meets height requirement.
Important Information to Keep in Mind
Certain conditions must be addressed before the property can be marketed or shown to prospective residents. Any attractive nuisances, such as diving boards or slides, must be removed for safety reasons. All pool barriers, gates, and safety equipment must be fully operational and compliant prior to leasing. Hot tubs, fountains, ponds, and other water features are subject to the same safety standards. Ongoing professional pool maintenance is required throughout the tenancy, either through Service Star Realty’s vendor or the owner’s contractor, with the owner responsible for all related costs. Showings and access to the property will not begin until all pool safety requirements have been verified as compliant.
